When I was a kid I had terrible chap lip problems in the winter. They would crack and bleed and when I tried to do something like drink orange juice it could be excruciating. I love the Kiehl's lip balm #1. This lip balm has helped save my dry, cracked and chapped lips over and over again from the harsh effects of cold weather. I live in New England and winters are brutal here....between the drying effects of in home heating and the drying effects of the harsh cold and brutal winter, my skin takes a beating. I've tried lots and lots of lip balms for dry lips but Kiehl's Lip Balm #1 is the one I always come back to.  It's inexpensive, fragrance free and most importantly - IT WORKS!  When you first put it on it may feel a bit greasy but it literally sinks into your lips in just a few minutes.  Whatever is left on my fingertip after applying to my lips I rub on my cuticles and it helps keep them moisturized too.
