I go to San Diego 1-4 times per year. There are a lot of homeless, even in unusual spots, such as off the offramps of the freeways away from downtown. The city is going broke, and you will find fees for strange things, and the parking is as expensive as Manhatten. But, you can spend a week there and not do everything you wanted to do. Mexico is minutes away.
