I don't know about qualified. but I watch a lot of DVDs and have never (and never plan to) written a review of one. My problem is I watch for the entertainment value and don't really care who wrote it, who directed it, or even who acted in it. Those who read movie reviews seem to want to know that information and I just don't care enough to provide it. So I watch and enjoy without thinking of how to write a review of the movie. I often, in contrast, have a review of a book in my mind while still reading it. For books the author counts for me.
