Visine constricts the conjunctival blood vessels to reduce the redness; however, it's not recommended for long-term use. It will result in a rebound effect, where the blood vessels dilate and your eyes will become more red.
Red eyes is a sign of an underlying condition which should be addressed. Conjunctival redness can be a result of dry eyes, allergies, infections, or inflammations. First, you need to find the cause of the problem. Then there are topical eye drops and/or systemic medications that can resolve those issues.
Visine is just masking the systems and not curing the problem....
