    I adopted Jackson, a miniature sized poodle about 7 years ago from a rescue shelter in Knoxville, TN. He was the outcast of a puppy mill. The owner decided he didn't want him because he "marked" everywhere. I knew when I got him at ~11 months old that he should be able to be housebroken if he were only neutered. With the program, the adoption fee paid for his neutering and immunizations. I was able to work with him for about 1 week and he was completely housebroken.
