Holmes HCH4051w heater caught on fire within 1 week!!!!

bought this heater HCH4051W for my daughter for Xmas. the objective was to keep her, the boyfriend and my two beautiful grand daughters (aged 3 1/2 & 4 mo.s) warm in their bedroom (older 3-decker, no central heat). within 7 days, this heater melted and could have caught the house on fire, taking the lives of my loved ones (and some others)! the heater was used in a normal fashion, only when needed and was not in any way damaged when it was purchased-for $17 at Walmart.
