I ordered Time Warner Cable phone, Internet, and television services four months ago. Since then, I've had phone service outages at least once a month. Twice these outages have lasted for an entire day (the day before Thanksgiving and Christmas Eve). When I've called customer service, they've told me that a phone outage is an "uncommon problem" and they're working to resolve this "unexpected network difficulty." They've told me this four times in four months.
