I have been a Capital One card member for over 8 years. During this time period my bill has been paid on time each billing cycyle however when I request a lower interest rate I have been repeatedly told "you are at the best possible rate available, I suggest you call back in a few months". After going through this cycle repeatedly for several years I have yet to see any changes. My credit is in good standing yet a 19.99% interest rate is "the best possible rate" I find this very hard to believe.
