Are they Serious?

Not once were they able to help in the neighborhood I called home for 6 months. My children were beaten up by school kids... They did nothing. We were constantly harassed by our neighbors... They did nothing. We called for help... They took 35 minutes to arrive. They are so busy giving out parking tickets that drive the average drive into debt further every month than dealing with actual crime.
