The Yamaha 62 II has been my step-up instrument of choice for my students for several years now.
On both alto and tenor, it has great playing features for the price:
1. rich sound, consistent over lower and upper registers
2. solid intonation over all registers
3. comfortable, modern keywork
4. high f# key
I now have 7 current (5) and former (2) students with this model, 5 altos and two tenors. All are happy with them.
These instruments are special because they provide pro-quality sound and mechanisms at a price just slightly higher than half the price of the top pro models. Given the costs of renting an instrument, which can be $400 - $500 a year for an alto sax, once it seems like a student will stick with an instrument, these are an excellent choice.
While I have been successful buying instruments for Ebay or mail order on occasion, I suggest that you find a good local music store who is willing to price within reason of the mail order houses. You should have a pro try the instruments and compare stores for their warranty and maintenance arrangements.
Also, you should make sure the student understands good instrument care practices, particularly swabbing out the instrument. Good instrument care lengthens the time that a set of pads will last.
I recommend the Yamaha 62II alto (and tenor) for students looking for a pro-quality model at a modest price.
