Well that is what Simon malls offers.  You can pay them today for purchases at any mall store later.  The merchants have to file for payments from Simon when a gift certificate is used.  What does Simon do other than hold your money?

Yet Simon thinks they should be entitled to reach into your pocket, or gift certificate in this case, and take out whatever amount they choose as a fee.  They even confiscate your entire certificate if it is not spent early enough.  What rationale could even begin to justify that?  They are free to invest your money.  For the consumer it is like putting your money into a savings account at a bank that charges you interest to hold it.
