Rimmel London Gentle Eye Makeup Remover — 

What can I say?  The Rimmel London Gentle Makeup Remover is everything I was looking for.  Oil-free, gets off waterproof makeup easily, and is only $5 for a big bottle.  The directions don't even call for rinsing the eyes afterwards with water, meaning it really is gentle.  I love this stuff and recommend it to everyone.
