This movie is a very today movie--terrorists against the bad guy, the USA. I consider this to be a propaganda movie giving a spin to things like water-boarding and other heart-felt tortures. The "terrorist" they were trying to get information from never succumbed to the water-boarding; which, in real life, breaking under water-boarding is very quick.
The underlying current was about character. The character of the foreign torture chief was that of a cold, calculating thug who didn't mind any torture they used. The character of the USA counter-part was that of a intelligent, compassionate, down-to-business professional.
The movie ended with the "terrorist" being released and returned "home" to the USA. I think he was a genuine terrorist who beat the system and got away with murder.
