I've been very happy with Progressive.  They almost always have the lowest premiums and even after paying with no problems on an at fault accident, didn't raise my premium very much and have susequently lowered it since it's been a few years since the accident and I've been accident and ticket-free.  I deal mainly online w/ them, but on the rare occasion that I've called they have been quick, courteous, and thorough.
