The 1.3T is a moderately-priced - around $700 when we purchased - rugged and reliable treadmill. Unlike some cheaper models, the frame is steel and comes with a lifetime warranty. (The only kind of regular maintenance the 1.3T may require relates to the actual tread.) The motor is 'commercial grade' and is on par with something you might use at your gym. There are three preset workout programs and a heart-rate receiver. I typically do not use the workout programs and stick with inputting my own speed and incline. (The incline feature is great and definitely not chintzy in its ability to elevate.)
There is a nice shelf on the counsel that can hold free weights, magazines, an ipod and/or water bottles. I would highly recommend purchasing a treadmill pad to avoid slippage on smoother surfaces. As an urban dweller, my favorite feature is that while it's a large, durable machine, it folds up nicely against a wall. It's definitely not the kind that can fit under a bed or be rolled to a closet, but it's streamlined enough, that it doesn't look terrible when set standing.
The Horizon 1.3T Treadmill is a great piece of equipment for anyone looking for a home-based treadmill.
