Washington State Green Detergent Controversary

Hey, the State of Washington just passed a non-phosphate detergent law and there is some controversary, cause some people think "green" phosphate-free detergents don't work as well, particularly in hard water...soooo...some folks are actually driving to other states to smuggle "phosphate" detergents in like an illegal substance!! I wanted to "put my 2 cents in"....Wake up, people!! Adding just a 1/2 cup of vinegar to your rinse container in your washer or dishwashers will get hard water residue off....try it, you'll like it. : ) Anyone from Washington State out there heard about this "smuggling" yet?
