I have rented from Dollar a couple of times, mostly because of price. I have been very happy with the price of their rentals and their customer service is usually very good. In fact, on my most recent rental, I accidently left my garage door opener in the car after returning it. I called the next morning and reported the lost item and they tracked it down for me.
My main issue with Dollar is that every time I rent from them, I get a car that is damaged. It is still driveable, but when you don't take out the insurance, it can be an issue. You don't want them charging you for the damage and at the location I rent from (Pittsburgh) they don't always mark the existing damage on the rental because you pick up the paperwork at the counter inside the airport and then retrieve your car.
This last rental, I had to return the car and exchange it because of the damage. It had three chips in the windshield and one was starting to spider - right in the line of sight. As previously stated, I don't take the insurance, so I didn't want to get charged if the windshield cracked more while I had it. When I returned the car, they exchanged it for a car that had a large enough dent in the rear fender to have rust on it. My previous rental with them was similar. The van had a large deep scratch across the rear door.
If this isn't a big deal, then the price is right, but if you are renting for business and need to make an impression, I would step over to another rental counter.
