Poor roads for dirving

I have been to Croatia twice. The first time my husband and I drove around the Northern part. Diving was cheap and the water conditions were great. Beutiful lakes and parks to visit as well. If you got off the higways, the roads were sketchy, sharp steep turns with no guardrails and roads in need of repair. The second time we passed through Dubrovnik, which was a beautiful city, but way too expensive and touristy with all of the cruise ships passing through. It was worth a day trip, but it was much better staying along the coast north of Dubrovnik.
