Volume Exact is my favorite mascara to use when I want waterproof mascara that gives dramatic effect without clumps.  Covergirl's plastic brush are years ahead of their department store competition.  The science used in the brushes make mascara application a breeze and let you get to every corner and root around your eye.  The price is about a quarter of the price of the brittle brush mascara I see at department stores, and unlike those department stores, covergirl mascara goes on sale and has coupons.  I have seen no other mascara that is better and cheaper than something found in a beauty store.
