I am rebuilding my credit, and decided to go ahead and take Capital One up on an offer they had sent. I got an introductory interest rate of 0% for 6 months; it was 9.9% thereafter. Not great, but not terrible. I had an issue with a charge on my bill, so I called customer service. Not to my surprise, their call center representatives are located in India. The person I spoke with was nice, although at times she was a bit difficult to understand. She actually made the problem worse by adding instead of subtracting the charge I was disputing on my bill. I called again and the issue was resolved.
