Avon Skin So Soft Bug Guard Plus - Gentle Breeze — 

I have four children who are all fair skinned.  Five minutes in the sun, and my eight year old is already getting red.  I have tried several sunscreens, and I loved the idea of having a bug repellant in the sunscreen as well, especially since my kids are also allergic to mosquitoes and welp up when bit.  However, I found that the sunscreen just didn't last long enough in the water, and you know kids, playing in the water is their thing.
