Bob it is supposed to convert water to hydrogen gas using your car battery, so your car can run on it to improve gas mileage. I have read up on it but I have no knowledge of these things really but it doesn't seem like it would work of of only 12 volts. Take a look at ...water4gas.com.

That's the principle of electrolysis, which is the process by which water is split into hydrogen and oxygen. It's a valid chemical process, so there's no mojo there.
However, it won't help you in a car. The electricity to perform electrolysis has to come from somewhere, and it comes from the car's alternator, which is spun by the engine. Therefore, using this just causes the engine to burn more gasoline to electrolyse the water, and the energy recovered from the hydrogen will never equal the energy it took to split the water apart. If it did create more energy than it used, it would be a perpetual motion machine and those are a fantasy. (Except for the one I have in mind, of course!)
All the energy in the car's battery comes from the car's alternator. It is not free. It was created by burning gasoline. This product will simply use gasoline to make hydrogen, and that's a poor tradeoff. A better idea is to make sure your tires are at the correct pressure, put in a clean air filter and take all excess weight out of your car. Those three things are absolutely proven to improve gas mileage. It also helps to drive smoothly and slowly, but we mustn't expect to change anyone's religion...
