Adobe Adobe Photoshop Elements 5.0 Full Version for PC — 

I use the Elements 6.0 for my scrapbooking hobby. It's wonderful. It allows you to edit photos, remove red eye, edit for scars, etc on people's faces etc.  I would recommend looking into Bill Kilby's advice, books etc on how to use this software. He's very helpful in teaching how to use this. Although 6.0 does have some limitations compared to Photoshop CS3, it's very useful and overall a wonderful program. I bought mine at Costco, so they might have the best price.
